Framing in Action
Talking about adolescence as a time of discovery, growth, and connection expands
thinking about the types of experiences Opportunity Youth should have. It moves people
away from thinking about adolescence as a "dangerous time" when "the hormones take
over" and toward thinking about adolescence as a time when we are developing our
identities, interests, and ambitions and are primed for civic engagement.

The "steep climb" metaphor frames Opportunity Youth as actively
working toward progress; boosts hopeful, solutions-oriented thinking; and
helps people see the programs, policies, and resources young people need
along the way. It also clarifies how racial and economic inequities create
obstacles on their path and why outcomes differ.
